Summary

On June 4, 2025, EPA entered into a Consent Agreement and Final Order to resolve violations of the Lead-Based Paint Disclosure Rule and TSCA. On July 20, 2022, EPA conducted an inspection at the Contemporary Villages Condominium (the Facility ), located at 100 East Glenolden Avenue, Glenolden, PA 19036. The purpose of the inspection was to verify compliance with the asbestos NESHAP. FirstService Residential MidAtlantic, LLC managed, operated, controlled, or supervised the Facility at which an asbestos demotion, renovation and removal activities were being conducted on several balconies by Valcourt Exterior Building Services of NJ, LLC. During the Inspection, an employee or representative for Valcourt advised EPA's inspector that asbestos containing panels removed from balconies had been put into a dumpster located at the Facility. EPA's inspector found that all asbestos and lead paint debris located in and around the dumpster was dry, suspect regulated asbestos-containing material (RACM). During the Inspection, an employee or representative of Valcourt informed the EPA Inspector that none of the workers conducting renovation and removal activities at the Facility had asbestos training or were licensed to conduct such activities.
