On May 15th, Region 3 filed an Expedited Settlement Agreement with the Borough of Carlisle's - Carlisle Region Water Pollution Control Facility; which is a municipally owned wastewater treatment facility in Carlisle, PA, to address violations and ensure the facility's compliance with the CAA Section 112(r). This enforcement action specifically addressed the facility's failure to maintain sufficient emergency response procedures, document a management system, have adequate chemical signage, properly identify chlorine exhaust hazards, provide operating procedures for all equipment, and perform a compliance audit in a timely manner as required by CAA Section 112(r). The respondent has agreed to pay a penalty of $2,640.00 to settle the matter.
