On September 9, 2025, EPA Region 10 filed a consent agreement and final order resolving violations of the Clean Water Act by Stella-Jones Corporation for its wood treatment facility in Sheridan, Oregon. Stella-Jones Corporation failed to maintain an adequate Spill Prevention, Control, and Countermeasure (SPCC) plan, failed to maintain required inspection documentation, and several staff were overdue in annual SPCC and discharge prevention trainings and meetings. Additionally, a tank was found to be actively leaking at the time of inspection. EPA Region 10 estimates that this action will prevent approximately 398,947 gallons of oil from discharging from the facility and into Rock Creek and the South Yamhill River. The Respondent has agreed to pay a penalty of $98,000 and has returned to compliance. The estimated cost of injunctive relief is $55,000.
