On July 2, 2025, EPA entered into an Expedited Settlement Agreement ( ESA ) with BIC Consumer Products Manufacturing Co., Inc., resolving violations of the Clean Air Act's Risk Management Program ( RMP ), promulgated pursuant to Section 112(r) of the Act, at the company's plant in Milford, Connecticut. The company uses a flammable gas, isobutane, to fill lighters it manufactures. The company failed to properly label doors and piping, label alarms as to their use, and install panic hardware at egress points around the facility. The ESA requires certification of compliance and payment of total penalties of $3,900. Massachusetts is not delegated to implement this program.
