On September 24, 2025, Region 10 filed a consent agreement and final order resolving alleged violations of the Clean Water Act (CWA) by Federal Cartridge Company at its SPEER facility in Lewiston, Idaho. The EPA alleged that Federal Cartridge Company failed to maintain an adequate Stormwater Pollution Prevention Plan, failed to identify all outfalls, failed to maintain good housekeeping procedures, failed to maintain required inspection documentation, failed to sample, and failed to execute Additional Implementation Measures (AIM) to reduce the amount of metals leaving the site following benchmark exceedances. Region 10 estimates that this action stands to reduce a total discharge of 1,298 pounds of total suspended solids, 26 pounds of zinc, 24 pounds of iron, 80 pounds of aluminum, 8 pounds of phosphorus, 26 pounds of nitrogen and approximately 973 pounds of biological and chemical oxygen demand into the Clearwater River. The Respondent has agreed to pay a penalty of $76,213 and has returned to compliance. The estimated cost of injunctive relief is $12,000.
