On September 29, 2025, Region 10 filed a consent agreement and final order resolving violations of the Clean Water Act by the Washington State Department of Corrections for its facility, McNeil Island Corrections Center, on McNeil Island in Washington State. Alleged violations ? observed during an October 25, 2022, inspection ? include the failure to maintain an adequate Spill Prevention Control and Countermeasure (SPCC) plan and inspection records, conduct personnel training, ensure adequate secondary containment, and conduct integrity testing. Other alleged violations concerning their Facility Response Plan (FRP) include the failure to have an oil spill response organization (OSRO), implement and log inspections and drill exercises, and update the FRP. This action has prevented approximately 450,000 gallons of oil from discharging into Puget Sound. The Respondent has agreed to pay a penalty of $140,000 and has returned to compliance. The estimated cost of injunctive relief is $1,107,000.
