On August 6, 2025, EPA Region 6 issued a Consent Agreement Final Order under its authority pursuant to the Clean Air Act to Magellan Pipeline Terminals, L.P. (Magellan) located in Dallas, Texas. The CAFO was issued in response to violations of: 1) Texas SIP by failing to report accurate emissions for the VCU in 20202, 2) 40 CFR 60.505(c) and 63.11094(e) by failing to record all required information for monthly inspection records. The CAFO requires Magellan to 1) confirm updated emissions inventory and update procedures to ensure future submissions are accurate, 2) conduct a survey to identify all components needed to be inspected, update its inspection log to include all required elements, and review its operation and maintenance procedures for conducting inspections, and 3) pay a civil penalty in the amount of $112,000.
