On August 11, 2025, EPA Region 3 filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Stoner, Inc. ( Stoner ) located at 170 Robert Fulton Highway, Quarryville, PA ( Facility ) for alleged violations of the Resource Conservation and Recovery Act ( RCRA ) and the authorized Pennsylvania Hazardous Waste Management Regulations. The violations were discovered during and unannounced Compliance Evaluation Inspection at the Facility on May 21, 2024. Respondent manufactures between 700-800 kinds of chemical products for industrial and retail clients sold in aerosol bottles, trigger bottles, wipes, and bulk totes at the Facility. The violations in the settlement include: (1) operation without a hazardous waste permit or interim status; (2) failure to conduct waste determinations; (3) failure to provide RCRA training; (4) failure to maintain RCRA training documents; (5) failure to maintain an adequate contingency plan; and (6) failure to keep containers of hazardous waste closed when not adding or removing waste. Taking action against such violations aligns with Pillar 1 of the Powering the Great American Comeback initiative as it addresses access to clean air, land, and water. Region 3 notified PADEP, which had no objections to this action. Per the terms of the Consent Agreement, Stoner will pay a civil penalty in the amount of $68,200.00.
