EPA issued a Finding of Violation to Pregis on September 26, 2023 for violating its June 29, 2017 Title V Permit. Specifically, Pregis failed to maintain the minimum 3-hour rolling average temperatures at its two regenerative thermal oxidizers (RTOs) at various times from January 1, 2020 to March 20, 2022. This ACO requires Pregis to operate newly installed monitoring and recordkeeping systems to maintain the temperature setpoints and alert operators to deviations at its two regenerative thermal oxidizers, develop an operating plan for the RTOs, and train operators on proper RTO operation and maintenance. This ACO will result in approximate emission reductions of 263 pounds of volatile organic compounds. The ACO will be accompanied by a CAFO with a civil penalty of $92,706.
