On August 29, 2025, EPA issued an Administrative Order on Consent (AOC) to the Midcoast Regional Redevelopment Authority of Brunswick, ME, addressing a discharge of firefighting foam containing per-and polyfluoroalkyl substances (PFAS) to the waters of the United States. The Respondent, a quasi-state entity, spilled approximately 1,450 gallons of firefighting foam from one of its hangars at the Brunswick Executive Airport in August 2024. The PFAS-containing foam passed through the municipal sanitary sewer system and wastewater treatment facility and was ultimately discharged to the Androscoggin River. Section 301(a) of the Clean Water Act prohibits the discharge of pollutants to navigable waters except in compliance with a permit. Region 1 staff coordinated with the Maine Department of Environmental Protection for the development of this AOC.
