Respondent failed to accurately report under ECPRA Section 313 for three chemical substances for multiple reporting years. Respondent manufactured five chemical substances which were not on the TSCA Inventory without submitting a Pre-Manufacture Notice or exemption prior to manufacturing. Respondent imported chemical substances without proper certifications under TSCA Section 13. Respondent agreed to develop and implement and Environmental Management System.
