The EPA alleges that Estes Express Des Moines Terminal (DMO) 137 violated the Resource Conservation and Recovery Act requirements by failing to conduct hazardous waste determinations on multiple waste streams. In addition, the facility failed to meet several RCRA generator requirements including a determination the facility's generator status; storing hazardous wastes in containers that were unlabeled, undated, in poor condition, and with insufficient aisle space provided; storing wastes that were incompatible with other wastes/chemicals; storing hazardous waste for more than 180 days; and failing to meet several hazardous waste emergency requirements.
