## Summary

JUNE 25, 2025 - ADMINISTRATIVE COMPLIANCE ORDER ON CONSENT

TDEC issued NPDES Permit No. TN0060569 (the  Permit ), to the District for the East Sevier  County Utility District STP with the effective date of November 1, 2020, and the expiration date of  October 31, 2025.

On November 14, 2024, the EPA issued a Notice of Violation (''NOV ) to the District regarding the effluent violations described, 

As a result, representatives of the EPA and the District scheduled a show cause meeting for December 04, 2024.

The CEI findings showed that the District was in violation of the  Proper Operation and Maintenance Section  of the Permit. 
 The permittee shall at all times properly operate and maintain all facilities and systems (and related appurtenances) for collection and treatment which are installed or used by the permittee to achieve compliance with the terms and conditions of this
permit. 

The violations were described in the November 14, 2024, EPA Notice of Violation Letter. 

The District has violated the Effluent Limitations and Monitoring Requirements Section (Part 1.1), Records Retention Section (Part l.1.5), and Proper Operation and Maintenance of Pollution Controls Section (Part 2.1.4) of the Permit.

Based on the above, the EPA finds that the District is in violation of Section 301(a) of the CWA, 33 U.S.C. ? 13 ll(a), and the above referenced provisions of the Permit.
