Respondent is an entity that manufactures ready-mixed concrete for commercial use and operates local trucking service from a common physical footprint covering approximately 2 acres in St. Croix, USVI. The Facility was most recently inspected by EPA on April 2, 2025 and confirmed to be an industrial operation subject to regulations for storm water discharges. The inspection revealed that the facility discharges storm water associated with an industrial activity and has failed to initially secure the appropriate NPDES permit to operate while discharging pollutants in a water of the US. EPA has taken enforcement action against the Operator by issuing ACO, CWA-02-2025-3106 on August 26, 2025, requiring the Respondent to come into full compliance with applicable regulations of the CWA.
