On September 30, 2025, Region 3 filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative enforcement action, against James River Petroleum, Inc. for its E-Fueling Network Facility located at 2216 Charles City Road, Richmond, Virginia 23231 (the Facility ). The EPA alleges that Respondent 1) Failed to Use a Spill Prevention System; 2) Failed to Comply with Financial Responsibility Requirements; and 3) Failed to Conduct Periodic Walkthrough Inspections in violation of RCRA Subtitle I and the authorized Virginia Underground Storage Tank Regulations. The EPA notified Virginia in advance of this action, and Virginia had no objections. Per the terms of the Consent Agreement, James River Petroleum, Inc. will pay a $17,967 civil penalty.
