EPA Region 10 Settles with Emerald Services, Inc. (Seattle, WA), for CWA Violations
On February 5, 2026, Region 10 filed an expedited settlement agreement resolving violations of the Clean Water Act by Emerald Services, Inc. - Brighton Facility located in Seattle, Washington. Respondent operates a transporter, storage & transfer Facility in Emerald Services, Inc. - Brighton, Seattle, Washington. An EPA spill prevention, control and countermeasure (SPCC) inspection on August 16, 2024, determined Emerald Services, Inc. lacked adequate secondary containment, inspections and tests not in accordance with written procedures, insufficient testing of liquid levels using sensing devices, inadequate training and determined deficiencies in their SPCC Plan. The facility has a storage capacity of approximately 260,000 gallons with connections to the Duwamish River. Emerald Services, Inc. agreed to pay a penalty of $7,188 for the SPCC regulatory violations.
