On or around January 24, 2024, Warren E&P (Respondent), the owner or operator of an onshore facility located at 625 E. Anaheim Street in Wilmington, California, discharged oil, as defined in section 311(a)(1) of the Clean Water Act (Act) 33 U.S.C. Section 1321(a)(1) or a hazardous substance(s), as defined in section 311(a)(14), to the Dominquez Channel, a water of the United States as defined in section 502(7) of the Act, and 40 CFR Section 110.1.
