Summary

On December 15, 2025, Region 10 issued an administrative order on consent to DTG Enterprises, Inc. to resolve Clean Water Act violations at its construction and demolition recyclable materials facility in Renton, Washington. DTG is authorized to discharge stormwater under its National Pollutant Discharge Elimination System (NPDES) and Washington State Waste Discharge General Permit for Stormwater Discharges Associated with Industrial Activities (ISGP). The facility failed to maintain an adequate Stormwater Pollution Prevention Plan (SWPPP), adequately conduct best management practices (BMPs) and required maintenance, and adequately conduct monitoring and inspections. The Renton facility additionally had three unauthorized discharges of process wastewater into Springbrook Creek. Springbrook Creek flows into the Duwamish River, which supports anadromous salmonids, including coho, Chinook, chum, sockeye, and pink salmon, in addition to coastal cutthroat, steelhead, and bull trout. To return to compliance, the Respondent has agreed to revise their SWPPP, implement and maintain their BMPs in accordance with the ISGP and Stormwater Management Manual for Western Washington, and implement a policy to eliminate and prevent further unauthorized discharges. This action will reduce the discharge of loaded pollutants by 13,573 lb of total suspended solids, 7,384 lb of chemical oxygen demand, and 869 lb of biological oxygen demand.
