On December 11, 2025, EPA Region 10 settled with Wilbur-Ellis, Co. dba Woodburn Fertilizer (Woodburn, OR) for violations of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) resulting from the sale and distribution of misbranded pesticides. Specifically, EPA found that Wilbur-Ellis violated FIFRA by distributing the pesticide Moss Terminator (EPA Reg. No. 2935-547) without a storage and disposal statement and parts of the directions for use. EPA identified 141 separate violations. The company agreed to pay a civil penalty of $847,326.
