Based upon available information, and pursuant to Sections 311(c) and (e) of the Clean Water Act (CWA), 42 U.S.C. Sections 1321(c) and (e), the United States Environmental Protection Agency (EPA or the Agency) hereby makes and issues the following Administrative Compliance Order on Consent (Order), with the expressed consent of IES Downstream, LLC (Respondent), a Delaware corporation headquartered in Hawaii.
