Respondent has violated RCRA, and the Nebraska Administrative Code, and the federal regulations promulgated thereunder, as follows: Failure to Conduct Hazardous Waste Determinations, Operating as a Treatment, Storage or Disposal Facility Without a RCRA Permit or RCRA Interim Status, Failure to Comply with Universal Waste Management Requirements, and Failure to Comply with Used Oil Regulations.
