On January 21, 2026, in support of Pillar 1, Region 3 filed an Administrative Order on Consent to address NPDES permit violations at the Girardville Area Municipal Authority's Wastewater Treatment Plant located in Girardville, Pennsylvania. Violations identified by Region 3 include improper operation and maintenance and effluent exceedances. EPA issued a notice to show cause letter to the municipal authority on February 18, 2025 and, after a meeting to discuss the violations that EPA had identified, EPA requested that the municipal authority submit a corrective action plan addressing water inflow and infiltration into the municipal authority's wastewater treatment plant (I&I Corrective Action Plan). The municipal authority submitted its I&I Corrective Action Plan on May 28, 2025. The Administrative Order on Consent requires the municipal authority to take all steps necessary to comply fully with its NPDES permit. Such steps include complying with the May 28, 2205 I&I Corrective Action Plan.
