On January 29, 2026, Region 3 filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative enforcement action, against Leading Technologies, Inc. located at 1153 Industrial Park Road, Leechburg, Pennsylvania 15656 (the Facility ) for alleged violations of RCRA Subtitle C and the authorized Pennsylvania Hazardous Waste Management Regulations. The alleged violations include: (1) operating a hazardous waste treatment, storage, and/or disposal facility without a permit, interim status, or valid exemption to the permitting requirement; (2) failure to maintain aisle space; (3) failure to designate a primary emergency coordinator; (4) failure to keep a container of hazardous waste closed, except when it is necessary to add or remove waste; and (5) failure to inspect at least weekly areas where hazardous waste containers are stored. Such violations frustrate the implementation of regulatory programs designed to prevent releases of hazardous waste and substances, a goal of RCRA, and this enforcement action is in furtherance of Administrator Zeldin?s Pillar 1: Clean Air, Land, and Water for Every American. The EPA notified Pennsylvania in advance of this action, and Pennsylvania had no objections. Per the terms of the Consent Agreement, Leading Technologies, Inc. will pay a $53,220 civil penalty.
