On February 4, 2026, EPA Region 1 ( EPA ) filed a Consent Agreement and Final Order ( CAFO ) resolving an action against ReArch Company, Inc. ( Respondent ) for alleged violations of TSCA and the Renovation, Repair and Painting Rule ( RRP Rule ). Based on a complaint, EPA conducted an inspection of Respondent's worksite in Newport, New Hampshire, and identified multiple alleged RRP Rule violations. The Respondent allegedly failed to: cover the floor surface with plastic sheeting or other impermeable material; post the required warning signs; keep records; and contain waste from renovation activities to prevent the release of dust and debris outside of the work area. The property was vacant at the time of renovation. Under the CAFO, which initiated and concluded EPA's enforcement action simultaneously, the Respondent will pay a penalty of $18,715. The Respondent has also corrected the alleged RRP Rule violations. The RRP Rule is not delegated to the State, but the New Hampshire Department of Health and Human Services' Lead Program has been made aware of this case.
