On February 24, Region 3 issued a Notice of Refusal of Admission (NORA) to the U.S. Customs and Border Protection to refuse admission of unregistered pesticides imported through the UPS Philadelphia Hub. It is a violation of FIFRA to sell or distribute unregistered pesticides. On March 1, EPA received confirmation that the pesticides were re-exported out of the country. The Pennsylvania Department of Agriculture was copied on the NORA. This action supports the Powering the Great American Comeback initiative - Pillar 1: Clean Air, Land, and Water for Every American.
