On March 3, 2026, EPA Region 1 filed an administrative complaint against Pepperell LLC ( Pepperell ) alleging multiple Clean Water Act violations. The alleged violations stem from a November 2023 oil spill to U.S. waters from a Pepperell-owned former textile mill complex in Lewiston, Maine. Pepperell is accused of discharging approximately 1,000-gallons of heating oil from an aboveground oil storage tank at the complex into a nearby canal and the Androscoggin River. Maine's Department of Environmental Protection responded to the spill site shortly after the spill occurred, recovering oil product from the canal and sections of the river.
