On March 10, EPA Region 3 filed an Expedited Settlement Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Naval Station Norfolk located at 1530 Gilbert Street in Norfolk, VA 23511 ( Facility ) for violations of the Resource Conservation and Recovery Act ( RCRA ) and the authorized Virginia Hazardous Waste Management Regulations (VaHWMR), discovered during EPA's compliance evaluation inspection of the Facility on May 8-10, 2023. Naval Station Norfolk is a large quantity generator of hazardous waste ( HW } and has a RCRA Part B permit for the treatment, storage, and/or disposal of HW that provides services including aircraft and ship maintenance, lab services, and building repair to the U.S. Navy. The violations in the settlement include operating without a permit, failure to make a HW determination, failure to keep containers of HW closed, and failure to conduct weekly inspections of the HW accumulation area. Region 3 notified VADEQ, which had no objections to this action. Per the terms of the Expediated Settlement Agreement, the Facility will pay a civil penalty in the amount of $6,250.00. This action supports the Administrator's Pillar 1: Clean Air, Land, and Water for Every American.
