On April 2, 2026, EPA-Region 1 entered into an expedited settlement agreement (Agreement) with East Street Realty Trust ( Ridgewood Estates ), addressing violations of the Clean Water Act at the Ridgewood Estates site in Middleton, Massachusetts. On July 30, 2025, EPA Region 1 conducted an inspection at Ridgewood Estates and observed respondent was discharging stormwater from its construction site without having obtained coverage under the Construction General Permit for Stormwater Discharges from Construction Activities. Respondent submitted its Notice of Intent to be covered by the CGP shortly after the inspection. Pursuant to the Agreement, East Street Realty Trust will pay a $1,800 penalty. EPA implements the National Pollutant Discharge Elimination System program in Massachusetts. The case team consulted with the Massachusetts Department of Environmental Protection on this matter.
