On April 7, 2026, EPA sent a final Expedited Settlement Agreement (ESA) to C12: Arkansas Oil, LLC for violations of 40 CFR Part 112, the Spill Prevention Control and Countermeasure (SPCC) regulations. The violations were documented during an inspection of the Midway Smackover Unit Tract 3 Tank Battery on January 14, 2026. The violations include various SPCC Plan and facility deficiencies that impacted the operator's ability to prevent a spill at the facility.
