EPA determined that the System failed to include all the components of the risk and resilience assessment (RRA) and emergency response plan (ERP), as required by Section 1433(a) and (b) of the SDWA, 42 U.S.C. ? 300i-2(a) and (b). EPA has sole responsibility for oversight and enforcement of Section 1433.
