This Information Request and Administrative Compliance Order is issued to the City for violations of the NYSDEC SPDES General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4s). Violations include failure to update the Stormwater Management Program Plan to include all required information, such as illicit discharge trackdown and elimination, construction stormwater oversight, and post-construction stormwater management practice inspection and maintenance; failure to have agreements with other entities assisting with development, implementation, or enforcement of the MS4 program; and failure to maintain required information in construction and post-construction stormwater management practice inventories. The Order includes a compliance schedule requiring the City to address deficiencies identified during EPA's MS4 audit.
