On April 22, 2026, EPA filed an Expedited Settlement Agreement and accompanying Final Order with Blackstone International, Ltd. for violation of Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) requirements. Blackstone International, Ltd. failed to submit the Annual Pesticide Production report for calendar year 2024 by the March 1, 2025 due date for their pesticide-production facility located in Windsor Mills, Maryland. When their report was submitted, Blackstone International, Ltd. reported zero-production. Blackstone International, Ltd. agreed to inactivate their establishment registration and, as a result, will not be assessed a monetary penalty. This also means that they can no longer produce pesticides at this location. EPA-registered pesticide-producing establishments are required to submit their production reports annually to the Agency, listing the names and types of pesticides they produce, the amounts produced and distributed in the previous year, and the amount they expect to produce in the coming year. This action supports the Powering the Great American Comeback initiative - Pillar 1: Clean Air, Land, and Water for Every American.
