On April 29, 2026, EPA Region 3 entered a Consent Agreement and Final Order with Advanced Disaster Recovery Inc. ( ADRI ) (formerly Service 1st Restoration and Remodeling Holdings, LLC ) that initiated and resolved alleged violations of the TSCA and its implementing regulations related to Lead RRP regulated renovation activities. The violations arise from ADRI's failure to provide the required EPA-approved lead hazard information pamphlet and to retain necessary records for regulated renovation work at properties constructed prior to 1978, 40 C.F.R. 745.84(a)(1) and 745.86(b)(6). Such violations frustrate the implementation of regulatory programs designed to reduce the prevalence of childhood lead poisoning, particularly lead poisoning caused by housing contaminated by renovation activities, a goal of the TSCA. This enforcement action supports Pillar 1: Clean Air, Land, and Water for Every American. Service 1st will pay a penalty of $17,225 within 30 days of the Effective Date.
