Respondent operated as a treatment, storage or disposal facility without a RCRA permit or RCRA Interim Status as a result of Respondent?s failure to comply with satellite accumulation and storage container requirements for closing, labeling, dating and inspections; contingency plan requirements regarding updating the plan; failure to comply with universal waste requirements for closing and labeling; and failure to comply with used oil requirements for labeling.
