Violations to Section 103 (a) of CERCLA and Section 304 (a) of EPCRA following a release of anhydrous ammonia on 5/9/2003 at Kemp's Rochester, MN site. This Complaint was amended on 12/18/2006 to include and incorporate penalties related to a 4/13/2006 anhydrous ammonia release at another of Kemp's sites - Marigold Foods in Farmington, MN (ICIS 200002964).
