## Summary

EPA inspected the Department of Public Works (DPW) Operations Center and Construction Shops on St Thomas.  In the NOV issued to the VI DPW facilities, EPA cited VI DPW for failing to make a hazardous waste determination on spent fluorescent bulbs being disposed in the regular trash as well as several used oil management violations.  EPA also asked the VI DPW to provide information on their management and disposal of various wastestreams, including hazardous waste bulbs and lead-bearing computer monitors, at all their facilities.  In their extensive response, DPW agreed that:
  They had the responsibility for managing and disposing of all spent bulbs generated at 16 different facilities in the VI
  They had direct responsibility for trash collection and disposal at some 64 other government facilities
  These VI government facilities had been improperly disposing of an unknown number potentially hazardous waste bulbs in the VI landfills over a three year period
  These VI government facilities had been disposing of computer monitors either as solid waste of in an unknown manner
  Neither they nor the associated government facilities had made hazardous waste determinations regarding waste bulbs or computer monitors
