Permittee is a corporation, incorporated under the laws of the State of Delaware and operates oil & gas facilities in the Outer Continental Shelf of the Gulf of Mexico. Permittee is subject to regulations of the Clean Water Act (CWA) and National Pollutant Discharge Elimination System (NPDES) program. Permittee failed to comply with the NPDES Offshore General Permit.
