On August 29, 2006, U.S. EPA Region 5 filed an Administrative Complaint against CertainTeed Corporation (CertainTeed), an asphalt shingle manufacturer. The Complaint alleges that CertainTeed was in violation of the Minnesota State Implementation Plan (SIP) for operating two unpermitted emission sources and failing to totally enclose one of its processes. The Complaint proposes a penalty of $272,140.
