This referral is issued against Citation Oil & Gas Corporation for the unauthorized discharge of approximately 848 barrels of crude oil/produced water from 4 of the Unit's wells which reached the North Fork Powder River. The oil contaminated approximately 6-7 miles of the North Fork and coated waterfowl and other wildlife.
