This Complaint and Consent Agreement and Final Order is issued to SemCrude, LP for the unauthorized discharge of approximately 100 barrels of crude oil into Big Horse Draw following a single-vehicle traffic accident that occurred on Highway 139, mile marker 65, approximately 8 miles south of Rangely, CO.
