This Complaint and Notice of Opportunity for Hearing is issued to Thorofare Resources for failure to prepare and implement a Spill, Prevention, Control and Countermeasure (SPCC) Plan for its Parkinson Tank Battery facility. Respondent also failed to place secondary containment around loading/unloading operations, above ground piping, 55-gallon drums and separating and treating facility installations.
