Summary

Plattsburgh Rod and Gun Club, Inc. owns a shooting range in Plattsburgh, NY. The Club shoots into the wetlands and pond and cannot recover the spent lead shot. The range has been active since the 1930's and has never had a reclamation episode for the lead that is (was) deposited. The lead is unrecoverable because the range is located in a wetland. EPA inspected the range on October 26, 2004. The inspection confirmed that the range was shooting into a wetland. A 7003 Order was issued in April 2006. The Order was signed byPlattsburgh Rod and Gun Club, Inc in August, 2006 The Order allowed several options for the range: 1) mandatory - switch to alternative to lead shot, 2) option, reorient the range or relocate to an area where lead recovery was more conducive (may continue to shoot lead), 3) option, continue shooting at the range with an alternative shot and apply for a New York State Pollution Elimination Discharge Permit, if applicable. Plattsburgh has chosen option two and is in the process of determining if they can relocate on the property they own (most likely scenerio) or relocate to another property. Approximately 440 pounds of lead per year are prevented from going into the water/wetlands at this club, through this Order.
