This complaint and notice of opportunity for hearing is issued to English Feedlot, Inc. for operating and maintaining a Class V disposal facility which, through injection activity, allows the movement of fluid containing any contaminant into underground sources of drinking water, where the presence of that contaminantmay cause a violation of any primary drinking water regulation or may otherwise adversely affect the health of persons.
