The recommended action is an administrative proceeding for the assessment of civil penalties for a violation of Sections 110, 112 and 502 of the Clean Air Act ( CAA ), as amended, 42 U.S.C. subsection 7410, 7412, and 7661a; the Federally enforceable Pennsylvania State Implementation Plan ( SIP ), codified at 40 C.F.R. subsection 52.2020, Subpart NN; the Facility's Clean Air Act Ttitle V operating permit; and the National Emission Standard for Equipment Leaks.
