On September 26, 2006, EPA Region III issued an Administrative Order to Yardley Farms, LLC in connection with its egg processing facility located at 612-30 West Sedgely Avenue in Philadelphia, Pennsylvania. On June 16, 2006, a release of ammonia occurred at the facility causing an evacuation of residential homes in the area. EPA's Order, issued pursuant to Section 113(a)(3)(B) of the Clean Air Act, requires the facility to comply with the requirements of the General Duty Clause of Section 112(r)(1) of the CAA by identifying hazards which may result from accidental releases from the facility, designing and maintaining a safe facility, including its ammonia refridgeration system, and minimizing the consequences of accidental releases which do occur. Among other things, Yardley Farms must have an engineer assess the physical integrity of the ammonia refrigeration system, implement the engineer's recommendations for improvements, implement a preventative maintenance program and a personnel training program, have all equipment leak tested, and implement a leak detection program.
