This is a referral for injunctive relief and civil penalties against J.L. French Corporation (J.L. French) for violations of the Clean Air Act (CAA) at two of its facilities in Sheboygan, Wisconsin. This referral alleges civil violations of Section 112 of the CAA, 42 U.S.C. ? 7412. Specifically, J.L. French is in violation of the National Emission Standard for Hazardous Air Pollutants (NESHAP) for secondary aluminum production facilities, 40 C.F.R. Part 63, Subpart RRR, at its facilities located at 4243 Gateway Drive, Sheboygan, Wisconsin (Gateway Plant) and 3101 S. Taylor Drive, Sheboygan, Wisconsin (Taylor Plant). EPA Region 4 has also submitted a referral for violations of the secondary aluminum production NESHAP by J.L. French at its Glasgow, Kentucky facility. J.L. French submitted a control plan for reconfiguring its air pollution control systems on its furnaces and dryers and to conduct stack testing to show compliance with emission limits for hydrogen chloride, particulate matter, and dioxins/furans.
