The Government of the Virgin Islands (GVI), Virgin Islands Department of Property and Procurement (DPP), owner and the Vigin Islands Waste Management Authority (operator) failed to submit a complete initial design capacity report and initial non-menthane organic compound (NMOC) for the Susanaberg Landfill. The deadline for the submittal of these reports was January 7, 2000, 90 days after the rules became effective.
