This is an Administrative Penalty action pursuant to EPCRA Section 313 regarding a self-disclosed violation by CSL, Inc. for failure to submit timely Toxic Chemical Release Inventory reporting Form R for nitric acid for calendar year 2003. Respondent self disclosed this omission on September 19, 2005 and pursuant to the Small Business Compliance Policy, met all criteria for 100% mitigation of the penalty. Therefore, the proposed penalty of $6,448 is mitigated or reduced to a zero penalty.
