This civil administrative Complaint and Notice of Opportunity for Hearing issued to the California Water Service Company under the authority vested in the Administrator of the United States Environmental Protection Agency (EPA) by the Safe Drinking Water Act (SDWA). The City of Hawthorne Drinking Water System was in violation of the monitoring and reporting requirements of the SDWAÂs Unregulated Contaminant Monitoring Regulation (UCMR). Specifically, the second and final round of UCMR monitoring at ÂWell No. 13 had not been performed prior to the end of the UCMR monitoring period that ended December 31, 2003.
