EPA alleges that the Respondents are in violation of EPA's NPDES General Permit for Storm Water Discharges from Construction Activities (CGP). The violations include Pinewood Lakes LLC's failure to obtain permit coverage under the CGP, as well as the Respondents' failure to install adequate best management practices to prevent the discharge of sediment into waters of the United States.
